Air cooler:

The air cooler works by blowing air that is cooled by water inside the unit around the room. In your air cooler there will be a tank, that you will have to refill from time to time.

Air conditioner:

The air conditioner sucks up warm air in the room and gets rid of it via the hose, out of the window. While at the same time it forces out chilled air which circulates around the room. Air conditioners reduce the humidity inside a room, which makes it feel colder. Water is collected inside a tank which will have to be emptyed from time to time.
